A method for producing a bigel, the method comprising: <UL ST="-"> <LI>providing an oleogel comprising at least one oily agent gelled with at least one cellulose polymer; <LI>providing an aqueous gel comprising at least one component whose viscosity is pH dependent, such as a carbomer; <LI>mixing the oleogel and the aqueous gel together to form a bigel; and subsequently adjusting the viscosity of the bigel under high flow and low shear stirring to obtain a bigel of a desired viscosity. </UL> The bigel may be used to deliver a pharmaceutical or cosmetic composition. Also disclosed is a composition comprising: ```at least one of steroid hormones, glucosteroids, antimicrobial agents (0.1-5 wt %); a carbomer (0.4-2 wt %); ```caorylic/capric triglycerides (10-30 wt %); ```propylene glycol laurate, ethylcellulose, propylene glycol isostearate (1-10 wt %); ```water
