Anti-inflammatory 16, 17-acetal-21 esters (A) and intermediate 16, 17, 21-triesters (B) are claimed- <IMAGE> X1 and X2 are either both H or both F; R is acetyl or isobutanoyl; R1 is 2-propyl, 1-butyl, 2-butyl, cyclohexyl, phenyl or benzyl, with the proviso R1 is not 2-propyl when X1=X2=H. Acetals (A) may be insulated as (R)- or (S)-diastereoisomers or (RS)-mixtures, and are used as topical anti- inflammatories with low systemic activity.
