The present invention relates to a topical pharmaceutical composition containing cyclosporin as an active ingredient. More specifically, the present invention relates to an emulsion-containing hydrogel preparation prepared by a process which comprises mixing a self-emulsifying emulsion preconcentrate (A) consisting of cyclosporin as an active ingredient, a solubilizing and absorption-enhancing agent selected from amphiphilic non-alcoholic solvents having high boiling point of 200°C or more, a surfactant and an oil, and a hydrogel (B) consisting of a gelling agent and purified water, and adjusting the pH value of the mixture with an alkalizing agent. The topical preparation according to the present invention has advantages in that stability and skin permeability are good, the feeling when the preparation is applied to the skin is satisfactory, cyclosporin is very uniformly dispersed in the preparation to provide a good pharmacological activity, and it can be prepared in a simple and convenient manner.
