The cosmetic composition of double emulsion type according to the present invention is composed of an O/W/O emulsion prepared by mixing a first oil phase containing 1 to 30% by weight of a fat which is solid at 25°C and 0.01 to 5% by weight of a hydrophilic emulsifying agent with a water phase containing 1 to 30% by weight of a water-soluble humectant to obtain an O/W emulsion and mixing this O/W emulsion with a second oil phase (as a continuous phase) containing 10 to 70% by weight of an oil which is liquid at 25°C and 0.5 to 10% by weight of a lipophilic emulsifying agent.
