Compositions, devices, and methods for transdermal administration of active agents provided in their salt form instead of neutral form are provided. The composition comprises a drug reservoir comprising micronized particles of a hydrochloride salt of an active agent and an amphoteric inorganic base compound, where the amphoteric inorganic base compound is present in an amount that is an equimolar or less than equimolar amount with respect to the active agent. The compositions are capable of increased skin permeation.
