A drug delivery system for topical administration of a therapeutic agent. The drug delivery system comprising: (a) a therapeutic agent, (b) a vicinal alkane diol, (c) a C8-C34 fatty acid or corresponding alcohol or ester having a melting point below 40°C, (d) a volatile solvent, such as a short chain alcohol or volatile silicone. The therapeutic agent being present in an amount such that upon topical application to a surface, evaporation of the volatile component occurs such that the remaining solution is at least 90% saturated with the therapeutic agent at the temperature of the surface.
